The Government of the Russian Federation decides:

2. Permit the Federal Agency for Science and Innovation to have up to 3 deputy heads, as well as in the structure of the apparatus up to 6 departments for the main directions of the Agency's activities.

3. To establish the maximum number of employees of the Federal Agency for Science and Innovation in the amount of 200 units (excluding personnel for the protection and maintenance of buildings).

4. Agree with the proposal of the Ministry of Education and Science of the Russian Federation to locate the office of the Federal Agency for Science and Innovation in Moscow, st. Tverskaya, 11, building 1.

5. To recognize as invalid the resolution of the Government of the Russian Federation of April 6, 2004 N 167 "Questions of the Federal Agency for Science" (Collected Legislation of the Russian Federation, 2004, N 15, Art. 1459).

I. General Provisions

1. The Federal Agency for Science and Innovation (Rosnauka) is a federal executive body that carries out the functions of implementing state policy, providing state services, managing state property in the field of scientific, scientific, technical and innovative activities, including the activities of federal centers of science and high technologies, state scientific centers, unique scientific stands and installations, federal centers for collective use, leading scientific schools, a new generation national research computer network and information support for scientific, scientific, technical and innovative activities.

3. The Federal Agency for Science and Innovation is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, regulatory legal acts of the Ministry of Education and Science of the Russian Federation, as well as this Regulations.

4. The Federal Agency for Science and Innovation carries out its activities directly and through its subordinate organizations in cooperation with other federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local government bodies, public associations and other organizations.

II. Credentials

5. Federal Agency for Science and Innovation:

5.1. in accordance with the procedure established by the legislation of the Russian Federation, places orders and concludes state contracts, as well as other civil law contracts for the supply of goods, performance of work, provision of services, carrying out research, development and technological work for state needs in the established field of activity, in including to meet the needs of the Agency;

5.2. exercises, in the manner and within the limits determined by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the powers of the owner in relation to federal property necessary to ensure the performance of the functions of federal government bodies in the scope of activities established by paragraph 1 of this Regulation, including property transferred federal state unitary enterprises, federal state institutions and state-owned enterprises subordinate to the Agency;

5.3. organizes the development of forecasts for the development of the scientific, scientific, technical and innovation spheres, markets for science-intensive products and services, expertise and preparation of conclusions on projects of federal target programs, intersectoral and interstate scientific, technical and innovation programs;

5.4. issues permits to foreign and Russian applicants to conduct marine scientific research in the internal sea waters and the territorial sea of the Russian Federation, in its exclusive economic zone and on its continental shelf;

5.5. leads:

5.5.1. a unified register of the results of scientific research, experimental design and technological work for civil purposes, carried out at the expense of the federal budget;

5.5.2. register of sectoral and intersectoral funds for financing research and development work;

5.6. in accordance with the established procedure, on behalf of the Russian Federation, dispose of the rights to intellectual property objects and other scientific and technical results created at the expense of the federal budget at the request of the Agency;

5.7. in accordance with the established procedure, provides financing for the purchase of samples of devices, equipment, components, scientific and technical literature and licenses;

5.8. carries out an economic analysis of the activities of subordinate state unitary enterprises and approves the economic indicators of their activities, conducts inspections of financial and economic activities and the use of the property complex in subordinate organizations;

5.9. performs the functions of the state customer of federal targeted scientific, technical and innovative programs and projects in the established field of activity;

5.10. interacts in accordance with the established procedure with public authorities of foreign states and international organizations on issues of the established scope of activity;

5.11. receives citizens, ensures timely and complete consideration of oral and written applications of citizens, making decisions on them and sending responses to applicants within the time period established by the legislation of the Russian Federation;

5.13. carries out the mobilization training of the Agency, as well as control and coordination of the activities of subordinate organizations for mobilization training;

5.14. organizes professional training of the Agency's employees, their retraining, advanced training and internship;

5.15. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, accounting and use of archival documents related to the activities of the Agency;

5.16. performs the functions of the main manager and recipient of federal budget funds provided for the maintenance of the Agency and the implementation of the functions assigned to the Agency;

5.17. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

5.17.1. implements measures to support small and medium-sized businesses aimed at their development, including the implementation of relevant departmental target programs, in the established field of activity;

5.18. performs other functions of managing state property and providing state services in the established field of activity, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation.

6. The Federal Agency for Science and Innovation, in order to exercise its powers in the established area of activity, has the right:

6.1. to provide legal entities and individuals with explanations on the issues of the established field of activity;

6.2. to involve scientific and other organizations, scientists and specialists to study the issues of the established field of activity;

6.3. create advisory and expert bodies (councils, commissions, groups, boards) in the established field of activity.

7. The Federal Agency for Science and Innovation is not entitled to carry out legal regulation in the established area of activity and functions of control and supervision, except for the cases established by decrees of the President of the Russian Federation or decrees of the Government of the Russian Federation.

The restrictions on the powers of the Agency established by the first paragraph of this clause do not apply to the powers of the head of the Agency to resolve personnel issues and issues of organizing the activities of the Agency, to control activities in the Agency headed by him (its structural divisions).

III. Organization of activities

8. The Federal Agency for Science and Innovation is headed by a head appointed and dismissed by the Government of the Russian Federation on the proposal of the Minister of Education and Science of the Russian Federation.

The head of the Federal Agency for Science and Innovation bears personal responsibility for the performance of the functions assigned to the Agency.

The head of the Federal Agency for Science and Innovation has deputies appointed and dismissed by the Minister of Education and Science of the Russian Federation on the proposal of the head of the Agency.

The number of deputy heads of the Federal Agency for Science and Innovation is established by the Government of the Russian Federation.

9. Head of the Federal Agency for Science and Innovation:

9.2. presents to the Minister of Education and Science of the Russian Federation:

9.2.1. draft statute on the Agency;

9.2.2. proposals on the maximum number and payroll of the Agency's employees;

9.2.3. proposals for the appointment and dismissal of deputy heads of the Agency;

9.2.4. the annual work plan and performance indicators of the Agency, as well as reports on its activities;

9.2.5. proposals for the conferment of honorary titles and presentation for awarding state awards of the Russian Federation, the Certificate of Honor of the President of the Russian Federation, for encouragement in the form of a declaration of gratitude from the President of the Russian Federation to employees of the Agency and subordinate organizations, as well as other persons carrying out activities in the established area;

9.3. approves regulations on structural divisions of the Agency;

9.4. appoints and dismisses employees of the Agency in accordance with the established procedure;

9.5. resolves, in accordance with the legislation of the Russian Federation on public service, issues related to the passage of the federal public service in the Agency;

9.6. approves the structure and staffing of the Agency's staff within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the cost estimate for its maintenance within the appropriations approved for the corresponding period provided for in the federal budget;

9.7. appoints to the post and dismisses from office the heads of subordinate institutions and other organizations in accordance with the established procedure, concludes, changes, terminates labor contracts with the said directors;

9.8. on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation, the Government of the Russian Federation and the Ministry of Education and Science of the Russian Federation, within its competence, issues orders on issues related to the scope of the Agency's activities, as well as on issues organization of the internal work of the Agency.

10. Financing of expenses for the maintenance of the Federal Agency for Science and Innovation is carried out at the expense of funds provided in the federal budget.

11. The Federal Agency for Science and Innovation is a legal entity, has a seal depicting the State Emblem of the Russian Federation and with its name, other seals, stamps and standard forms, accounts opened in accordance with the legislation of the Russian Federation.

12. Location of the Federal Agency for Science and Innovation - Moscow.
