What housing assistance programs are available for large families in Russia in 2018?

Main provisions of the bill

The draft federal law provides for the provision of subsidies for housing for large families: its purchase or construction.

The money is issued as a lump sum, and the housing issue is proposed to be resolved within 2 years. If during this time the supervisory authorities do not receive a report on the intended use of the allocated funds, and the new apartment or house is not registered as common shared ownership, then the assistance will have to be returned. The legislators recalled that common shared property includes children under 18 years of age, including adopted children.

The amount of payments will be calculated using a special formula, taking into account the market value of a “square” of real estate in the city or town where the applicants live, and the total number of people.

Today, the standardized size of the premises provided throughout the country is 15 “squares” per person. This means that the area of ​​the smallest apartment should not be less than 75 sq.m.

On a note! The LDPR faction took the initiative to support large Russian families. Its deputies, Vladimir Sysoev and Alexander Sherin, submitted this bill to the Duma.

Who is the state ready to help?

Families can count on receiving government assistance:

  • complete and incomplete with 5 or more children;
  • with adopted children with the total number of relatives and adopted children from 5 people.

Housing subsidies for large families are issued subject to certain conditions:

  • both parents (or one in a single-parent family) must reside in Russia for at least 10 years before submitting documents;
  • parents and children must need improved living conditions (the status must be documented).

Important! Applications for a one-time payment may be rejected if they are completed incorrectly, if an incomplete package of documents is submitted, or if the data in them is distorted.

Today, all low-income parents with many children have the right to social housing on a first-come, first-served basis. People with many children with incomes above the subsistence level can receive compensation for partial payment of real estate and free plot of land.

How much will they add to the new apartment?

Market prices and subsidy calculations will vary in each region. So, in the Russian capital, a family of 7 people will receive about 9.5 million rubles.

In the whole country in the first half of 2016, a square meter cost 36,008 rubles, so a non-Moscow full family with five children will receive approximately 3.8 million rubles.

Solid "pros"

The initiators of the project are convinced that, as a result, a subsidy for the purchase of housing for large families in 2017 and subsequent years will:

  • will increase the birth rate;
  • encourages Russians to adopt orphans, who will find a happy childhood and a new home;
  • will reduce the budget burden - the state will spend less on maintaining orphans and purchasing apartments for graduates;
  • will support the real sector of the economy - construction companies will be provided with orders.

Rosstat statistics. In 2011-2015, the birth rate in Russia “froze”: a thousand Russians had 13 children. According to forecasts, the situation will worsen: by 2030, only 10 children will become descendants of thousands of Russians.

The accompanying documents also note that the new law could have a “long-term positive effect” and improve the well-being of Russian citizens. According to Alexander Shokhin, if adopted, the law will not place a heavy burden on the budget, because there are not many people in the country raising 5 or more children (according to Rosstat, in 2010 - 66,731 families).

And while the state pays maternity capital for the birth of a second and subsequent baby, the LDPR decided to move to the “second stage” and support those who decided to take a bolder step.

Criticisms

According to Alexei Skopin, a professor at the Institute of Contemporary Development, this law could solve the problem of fertility, but it is not capable of stimulating the reproduction of “high quality human capital.”

As Irina Sokolova, deputy chairman of the Duma Committee on Social Policy, noted, assistance to large families is undoubtedly needed, but it should be provided by the constituent entities of the Russian Federation. For example, in St. Petersburg, those who registered with 3 or more children before 2012 have already moved into new apartments. It is better, the deputy believes, to follow the proven path. If a new law is adopted, it will be necessary to seek funding, because without it the implementation of “unreasonable innovations” is impossible.

Latest information on the fate of the bill: On March 17, 2016, the draft was returned to the subject of the right of legislative initiative with the wording: “to fulfill the requirements of the Constitution of the Russian Federation and the Rules of Procedure of the State Duma.”

The issue of buying a home is most acute for social categories of the population, such as low-income and large families, single mothers, and parents raising disabled children. To help vulnerable citizens, government programs have been created, thanks to which purchasing their own housing will become a real prospect for many families.

Which family is considered to have many children?

In order to participate in federal programs and be eligible to receive housing subsidies, a family must officially have the status of a large family. To do this, a number of conditions must be met, namely:

  • the number of children must be at least three. In some Russian regions this figure has been increased to 4 and even 5 (for example, Ingushetia, the Republic of Mari El);
  • When calculating, it should be taken into account that the age of children should be no more than 18 years. If you are raising 3 children, one of whom has reached adulthood, then in this case you cannot be recognized as having many children. Exceptions are allowed for full-time students (the permissible age of a child to obtain social status is up to 23 years);
  • parents can receive official status as having many children if they are raising children together. If the spouses are divorced, then the parent with whom the children live is considered to have many children. In the case where, after a divorce, two children live with their mother and one with their father, neither spouse is considered a parent with many children;
  • a family is not considered to have many children if the parents are deprived of parental rights (limited in them), the spouses have placed their children under guardianship, and the children are fully supported by the state (for example, they are studying in a boarding school).

If you have met all the conditions, then to document your social status you need to contact the Social Security authority at your place of residence. The list of documents required to provide depends on the requirements in each specific region.

As a rule, Social Security requires birth certificates of children, marriage (divorce) of spouses, adoption documents (if any), as well as a completed application (request). As a result, you receive a certificate that entitles you to a number of benefits, including the opportunity to obtain a preferential mortgage and participate in social housing programs.

Housing program

The Federal Target Program (FTP) “Housing” is a global government project aimed at helping Russians get their own housing. The program is not aimed at supporting the poor, its task is to help citizens with a stable income. The terms of the project provide that you can receive a subsidy in the form of partial compensation for the price of the apartment, while it is assumed that you are able to pay the rest of the cost yourself (due to your high monthly income or your own savings). The amount of the subsidy for an apartment varies depending on the region of residence and in some cases can reach up to 70% (for example, in St. Petersburg). On average, the subsidy rate is 30% of the cost of the apartment and for a large family cannot exceed 1,000,000 rubles.

Who can participate

Participants in the project can be not only those with many children, but also young parents (the age of each spouse is up to 35 years), persons with an academic degree (one or both spouses are a candidate or doctor of sciences under the age of 40), as well as internally displaced persons, workers Ministry of Emergency Situations, etc. It is important to understand that parents with three or more children have priority for participation in the program compared to other categories of citizens. The chances of receiving a subsidy increase if your family simultaneously combines several categories: for example, you have a PhD degree, your spouse is an employee of the Ministry of Emergency Situations, and you are raising three children.

Also, you and your spouse must be recognized as solvent to purchase an apartment (cover the balance of the payment minus the subsidy). Solvency is determined in each region separately and depends on the cost of housing and the amount of income received (salary, scholarship, alimony, etc.) and minus expenses (utilities, payment for renting an apartment, loan payments). If your monthly income is low, but you have a deposit that allows you to pay part of the cost of housing, then you can also become a participant in the program. Documents confirming the availability of the necessary funds (certificate of income, bank account statement, etc.) are provided to the curator of the Federal Target Program in the local administration for verification, and he also makes a decision on solvency and the right to participate in the project.

An important criterion for participation is the need to improve living conditions for one of the reasons:

  • living in unsuitable conditions (dilapidated house, lack of utilities, etc.);
  • lack of any housing ownership (you live with your spouse and children in a rented apartment);
  • the area of ​​the housing in which you live is below the established standards (you live in a one-room apartment with your husband and three children).

Among large families, the latter situation is quite common. In this case, in order to document the need to improve living conditions, you will need a certificate of family composition and an extract with data on the living space of the apartment. These documents must be submitted to the local government authority to make an appropriate decision and issue a supporting document.

Where to contact

Having collected all the documents (confirmation of the status of a large family, a certificate stating that you need to improve your living conditions, documents on solvency, other papers in accordance with the requirements in the region) and having completed the application, you need to contact the local government authority. The participation procedure is as follows:

  1. You hand over the package of documents to the program curator at the local administration. After 10 working days, a decision will be made on whether you will be accepted into the program or not. You will be notified of the decision after another 5 days (or 15 days after submitting your application).
  2. Before September 1 of this year, the administration approves the list of families who will receive subsidies next year. Your chances of receiving payment next year increase if you were registered as needing improved housing conditions before 03/01/2005.
  3. If you have been approved as a payee, you will be notified in writing by mail. After receiving the notification, you need to contact the administration to obtain a Social Payment Certificate.

Having become the owner of the Certificate, you can use it exclusively for the purchase of housing (within the framework of this program - purchasing an apartment on the primary market or registering an equity participation in a new building). To do this, the Certificate is transferred to the bank (before the expiration of 7 months from the date of receipt) along with the purchase and sale agreement. The bank, having received funds from the budget, transfers the amount to the account of the apartment seller. You pay the rest of the funds yourself.

Preferential mortgage

Special attention should be paid to the program that allows large families to obtain preferential mortgages. As part of the “Housing for Russian Family” program, parents of three or more children can count on the following preferential conditions when drawing up a loan agreement:

  1. The standard mortgage rate (about 13%) is quite high and often unaffordable for parents raising several minor children. When participating in the program, you can get a mortgage at a reduced rate, the amount of which depends on the conditions in a particular bank (average rates: 11-12% for secondary housing, 8-9% for the purchase of a new apartment, 6-7% when registering a share in property in a new building).
  2. Parts of the loan are repaid by the state. The amount of the subsidy depends on the region of residence. For example, in the Krasnoyarsk Territory, parents raising 4 or more children are compensated for 75% of the amount of interest payments. In Novosibirsk, assistance in the amount of 1,000,000 rubles. received by low-income large families.
  3. You can use maternity capital both to make initial and current payments, and to pay off interest.
  4. A long lending period is the most attractive mortgage condition. Banks enter into contracts with parents of three or more children for an average of 30 years.
  5. The amount of the down payment is set below the standard and can be 10% of the cost of housing.

Required documents

The conditions for preferential lending depend on the rules and procedures adopted by a particular credit institution. But, as a rule, all banks put forward the following requirements:

  • confirmed status of a large family (availability of a certificate);
  • the need to improve living conditions;
  • registration of spouses and children in the region where participation in the program is registered.

The standard package of documents required to be submitted to a credit institution looks like this:

  • parents' passports;
  • children's birth certificates;
  • certificate of family composition;
  • a document confirming the need to improve living conditions;
  • certificate of income of the borrower (co-borrower);
  • contract of sale of an apartment.

In most cases, a preferential mortgage can be obtained by parents who are officially married, so it is additionally worth preparing a copy of the certificate.

Can a large family get a loan for an apartment if the age of each spouse is no more than 35 years?

Yes. If you are considered a young family, then you have priority chances of receiving a loan compared to other parents with many children. If you plan to use maternity capital for a down payment, then you will also need a copy of the certificate (with the obligatory provision of the original) and an extract from the pension fund on the state of the family account. Land plots for construction

Building your own home is another opportunity to improve your own living conditions. Since 01/01/15, a state program has been operating at the regional level, allowing families with many children to receive a plot of land for development. You can get from 6 to 15 acres of land, depending on your region of residence.

In most regions, sites are allocated within the city. In some cities, for example in Moscow, the terms of the program do not provide for the allocation of land in the city, so you can only get a plot in the region. Some regions have the right to compensation for the cost of a land plot with monetary compensation. For example, in St. Petersburg, due to the lack of free plots in the land fund, the authorities can issue cash certificates to citizens.

  • have a certificate of a large family;
  • be a legally married spouse;
  • do not own any other land plots;
  • have official registration in the region of residence (minimum 5 years).

The package of required documents also looks standard:

  • ID cards of parents and children (passports, birth certificates);
  • certificate of family composition;
  • certificate of a large family;
  • an extract from the house register confirming registration;
  • adoption documents (if available).

Due to the fact that the program is regional in nature, the requirements and list of documents in different regions of the Russian Federation may differ from each other.

The general participation procedure looks like this: the local administration accepts the necessary papers from you and makes a decision on approval or refusal to participate in the Federal Target Program (within up to 30 days, in some regions – 3 days). Notice of the decision is sent to you by mail. The administration has the right to refuse to register you as an applicant for a plot if:

  • You have been deprived of parental rights, about which there is a corresponding decree;
  • not all family members are citizens of the Russian Federation (spouse, children have changed citizenship);
  • the information you provide about yourself (wife/husband, children) is not true;
  • the child (or all children) are on state support.

If the decision is made in your favor, then you receive a number in the queue. Lists for the issuance of plots are agreed upon annually; persons to whom it is planned to be issued land in the coming year are informed in writing.

You can use the right to receive land only once. If for some reason the plot does not satisfy you (size, location), you have the right to refuse it. But you should understand that to obtain new land you will have to go through the entire procedure again - submit documents and stand in line for registration. However, there is no guarantee that the new plot will be provided taking into account all your requirements. Therefore, we advise you not to rush into refusal; besides, the state gives the right to sell the plot.

Promising programs

As you can see, at the moment there are a number of programs in the Russian Federation designed to help parents with many children get their own housing. But despite this, many families have to wait years for their turn on the list of participants. In order to solve this problem, a bill was introduced to the Duma on the creation of a federal housing fund for large families, which is planned to be formed through contributions from developers. According to the authors of the bill, when constructing a residential building, developers must transfer at least 3% of the total area of ​​the property to the federal fund. Apartments from the formed fund will be issued to those parents who had a third (or subsequent child) after 01/01/16.

As of now, the bill is under consideration and no decision has been made on its approval.

Answer: Since the list for payment was approved in 2016 (the Ignatovs had the status of having many children), the right to payment remains. In addition, if a son, having reached adulthood, undergoes full-time education, then the Ignatovs are considered to have many children until the son turns 23 years old.

Question: The Nikitins have 4 children, three of whom are adopted. What additional documents, in addition to standard ones, may be required to participate in housing programs?

Subsidies for large families to pay for housing and communal services

To apply for a subsidy to pay for housing and communal services, you must contact the social security authority with an application and the following package of documents:

  • children's birth certificates;
  • information about your personal bank account (the required subsidy will be transferred to it);
  • certificate of family composition;
  • certificate of payment for utilities;
  • documents confirming the right to use housing;
  • other documents provided for by regional laws.

After checking the submitted documents, if the right to a subsidy is confirmed, one of the parents with many children will be transferred a monthly amount of money to the account at the credit institution - compensation for paying for housing and communal services.

It should be noted that in some regions a different scheme operates: a payment discount is provided directly by the management company (that is, the amounts in receipts are reduced), and the social security authority compensates this company for losses from the provision of benefits. Since in this case parents with many children do not receive money, the use of the word “subsidy” would be inappropriate.

Subsidy for the purchase of living space - what is it?

Large families, like citizens of other categories, can take advantage of government assistance in the form of subsidies for the purchase of housing. The essence of such assistance is that part of the amount for the purchased premises is transferred to the seller by the state, and the family pays the rest on its own. In this case, you can use both personal savings and borrowed funds. It is not prohibited to use maternity capital funds to pay the remaining amount.

Housing subsidies for large families are provided at the expense of the regional budget, so the number of families that will be able to receive this measure of support this year directly depends on the financial capabilities of a particular constituent entity of the Russian Federation. Subsidies are provided on a first-come, first-served basis, and sometimes you have to wait for your turn for more than one year.

The basic rules for using housing subsidies are as follows:

  • funds for partial payment of housing costs are allocated on a non-refundable basis, that is, the family will not have to return them to the state;
  • specific purposes for which the subsidy can be directed are provided for by regional laws (purchase of housing on the primary market, purchase of a secondary housing apartment, financing of construction);
  • a subsidy for the purchase of an apartment in a building under construction is possible if construction is already nearing completion (for example, in Moscow a degree of completion of at least 70% is required);
  • the purchased object must not be under arrest, pledge or other encumbrance;
  • the purchased housing becomes the property of all members of a large family;
  • You can sell the subsidy received (that is, buy housing) within a certain period from the date of its issuance - usually 6 months. If the transaction could not be completed during this period, the family will have to queue again to receive a subsidy.

In what cases can a large family receive a housing subsidy?

Unfortunately, not all large families are entitled to subsidies for the purchase of a house or apartment. This right arises when two main conditions coincide: low income and the need to increase living space. It should be noted that regulatory acts of constituent entities of the Russian Federation may establish other additional requirements. This is primarily due to the lack of budget funds for the allocation of subsidies.

Low-income (low-income) families are considered to be those whose average per capita income is below the subsistence level in the region. The cost of living is set quarterly. In order to determine whether a family falls into this category, it is necessary:

  • add up the income of all its members over the past 3 months;
  • divide this number by 3 - you get the family income for 1 month;
  • Divide the family income for the month by the number of family members.

The result is the amount of income per person per month. If the cost of living is greater than the resulting amount, then the family is considered low-income. It should be noted here that the size of the subsistence level is different for children, pensioners and able-bodied persons, but to obtain such status it is necessary that the income of each family member be less than the subsistence level.

To officially confirm the status of low-income people, you will need to contact the local social protection authority and submit a package of documents confirming financial difficulties. How to determine whether a large family needs to improve their living conditions

The Housing Code of the Russian Federation lists several cases when citizens, including those with many children, need to improve their living conditions:

  • the family does not own the living space either by right of ownership or under a social tenancy agreement;
  • there is housing in the property or social. rented, but the area per tenant is less than the accounting norm (in each region this indicator is different, but on average - 10 sq. m per person);
  • the residential premises are in disrepair;
  • There is a person in the family who suffers from a serious illness (for example, an open form of tuberculosis), provided that several families live in the same apartment.

If one of the above grounds exists, members of a large family can register as those in need of housing. To do this, you need to contact the housing department of your local administration.

Queue to receive a subsidy

Recognizing a family as low-income and in need of housing is a kind of preparatory stage. The next step is to join the queue to receive a housing subsidy.

To do this, you will need to contact the government agency in charge of allocating subsidies (in the capital, the Department of Housing Policy). It is worth noting that in a number of regions, only those who registered for housing before the entry into force of the Housing Code of the Russian Federation (that is, before March 1, 2005) are put on the waiting list to receive a subsidy. But even in this case, it makes sense to register for housing, since over time this rule may be canceled.

To queue for a subsidy, you will need to collect a package of documents:

  • passport;
  • certificate of residence;
  • certificate of a large family;
  • documents for existing housing;
  • documents confirming the status of a low-income family;
  • other documents provided for by regional rules.

After checking the accuracy of the submitted documents, a large family is put in line to receive a subsidy. If violations are detected, a written refusal is issued, which can be appealed in court.

Use of subsidy

When the turn comes (and you will probably have to wait several years), parents with many children will be issued a certificate or certificate of subsidy. The decision to issue a subsidy is made by the authorized government body (for example, in Moscow - the district prefecture).

After this, the recipient of the subsidy opens a target account in the bank, to which funds from the budget are transferred. When suitable housing is selected, a contract for its purchase is drawn up. And only after this the bank transfers funds from the target account to the seller. All these actions must be completed within the validity period of the subsidy document (usually 6 months).

In what cases are large families in Moscow entitled to a subsidy?

The Moscow city budget allocates significant funds to provide subsidies for the purchase of housing. Nevertheless, many large families have not yet waited their turn.

In accordance with Moscow Law No. 29 dated June 14, 2006, the following have the opportunity to receive a housing subsidy:


Decree of the President of the Russian Federation “On measures for social support of large families” No. 431 of 05/05/1992 establishes a discount of at least 30% on utility bills for citizens with many children. Regional authorities have the right to increase the amount of this benefit both for all large families (as in the Nizhny Novgorod region), and for families raising, for example, 5 or more children (as in the Krasnoyarsk Territory).

To obtain this status, you must contact the one-stop service of the district government and submit:

  • passport of the applicant and family members over 14 years of age;
  • marriage and birth certificates;
  • information about whether during the past 5 years there were residential premises outside of Moscow (owned or used);
  • documents confirming residence in the capital for at least 10 years;
  • a copy of the financial personal account;
  • documents confirming the availability of housing in Moscow.

The decision to recognize those in need of assistance is made no later than 30 working days from the date of submission of documents. After this, you must queue up for a subsidy within a year.

It should be noted that residents of the capital who entered the housing register after March 1, 2005, can be recognized as in need of assistance only after they are removed from the housing register.

The amount of housing subsidies in Moscow

The amount of housing subsidy in the capital depends on the number of years of being on the housing register (usually no more than 70% of the standard cost of the purchased premises). Large families with 3 or more children under 18 years of age can receive a subsidy of 100% of the standard cost. If the actual price of the purchased apartment is higher than the standard price, the family will have to pay the difference on their own.

The standard cost is determined as follows: the average market value of 1 square meter of housing is multiplied by the area of ​​the premises within the social norm (18 sq. m per person).

Thus, we found out that receiving a housing subsidy is a troublesome and lengthy process. However, at the same time, it is the most economical way to acquire living space as a property.

Decent housing for large families is an important component of a comfortable climate and proper upbringing of children.

To date, Russian legislation, both at the federal and regional levels, has taken some measures to provide such families with preferential social housing. Many large families, according to this law, have the right to receive housing.

  • To confirm that a large family needs social assistance, you should contact your local government. Social housing is provided to large families if income does not exceed the subsistence level in the subject of residence. In this case, the family is assigned low-income status.
  • You should also have a social tenancy agreement or a certificate of ownership of the apartment.

The provision of apartments to large families is carried out on a first-come, first-served basis. To join this queue, you need to provide the prepared package of documents to the local municipal authority:

  • on confirmation of the status of a large family,
  • document for existing housing (if available),
  • passports and birth certificates of all residents of the specified living space,

The collected package of documents should be supplemented with a statement that the family needs to improve their living conditions.

All these documents are submitted to the local municipal authority. Within about a month from the date of submission of documents, the authorized body makes a decision on consent (or disagreement) in placing a large family on the queue for housing.

Apartment for a large family

Families on the waiting list for improved housing conditions are provided with government subsidies for the purchase of housing or its construction.

To receive a subsidy, you should regularly check your housing queue and the status of your application for improvement of housing conditions with your local municipal authority.

In 2019, social housing for large families is provided by the state in the form of certificates. In this case, the money is transferred to the account according to the certificate issued for a large family. The family is obliged to spend these funds only on the purchase of housing on the primary or secondary market or on its construction.

It is also worth noting that the allocated amount of money is not always enough to radically change living conditions. Therefore, it is very useful for the family to collect feasible funds in advance, which will help in purchasing decent housing.

To improve the demographic situation, the Government of the Russian Federation has developed comprehensive measures to help large families. They are enshrined both in general federal legislation and in regulations of the constituent entities of the federation.

So, what can large families expect in 2016?

In June 2015, a bill was introduced into the State Duma stating that every large family in need of improved housing conditions should receive a new apartment free of charge, and new housing must be provided by developers of new high-rise buildings. If the bill is passed, apartments will begin to be issued on January 1, 2016. The new apartment must be located within the constituent entity of the Russian Federation in which one of the parents is registered, and the size of the living space will depend on the housing standards established in a particular region.

As for federal benefits, in 2016 large families in Russia can count on the following assistance from the state:

  • A discount of at least 30% for the use of heating, water, sewerage, gas and electricity.
  • Free issuance of medicines for children under 6 years of age.
  • Free travel on intracity transport (tram, bus, trolleybus, metro).
  • Priority admission of children to preschool institutions.
  • Free meals (breakfast and lunch) for students of general education and vocational schools.
  • Free provision of school and sports uniforms for the entire period of children’s education in secondary school.
  • One day a month for free admission to museums, cultural and recreational parks, and exhibitions.
  • Necessary assistance to parents with many children who want to organize peasant (farm) households, small enterprises and other commercial structures, the allocation of land plots for these purposes, as well as the provision of benefits for collecting land tax and rent.
  • Providing gratuitous financial assistance or interest-free loans to reimburse expenses for the development of a peasant (farm) economy.
  • Full or partial exemption from payment of registration fees for individuals engaged in entrepreneurial activities.
  • Priority allocation of garden plots.
  • Assistance in providing large families with preferential loans, subsidies, interest-free loans for the purchase of building materials and housing construction.

In addition to federal and regional benefits, large families in Russia are entitled to a number of privileges:

  • Land plot from the state. The sizes of land plots are established by regional legislation.
  • Benefit for the third child. Paid monthly until the child reaches 3 years of age.
  • Transport tax benefits. To receive the benefit, you must contact the tax authority at your place of residence with a corresponding application.
  • Early retirement for a mother with many children. If a woman is raising 5 or more children, she has the right to retire early (at age 50).
  • Order and medal of the Order of Parental Glory. Families with 7 or more children can count on receiving the order and payments in the amount of 100,000 rubles.
